I think you'll really need 4,000 plus to get something that'd suit your needs. If it's going to be a daily driver you don't want a project. Ideally a rust free bug with strong engine and proven mechanics would be perfect.
Would you look at a MK1/Mk2 Golf?
Classic look, reliable for daily use, and might be easier to insure as main car, should get something decent for your budget too.
You will have the same issues trying to insure any classic or vintage car as a daily driver especially if its your first car in Ireland
Most insurance company's will no longer quote you on a car that is between 10 and 15 years old which is a fairly recent thing .
A friend recently tried to transfer his insurance from a 1989 golf diesel which is his daily driver onto a 1991 jetta diesel and was told it cannot be done

If you buy a T25 camper you will still need to have another car insured as a daily (although Dolman used to insure campers as dailys but they doubled the premium not sure if they still do now) .
Getting older cars insured in Ireland is a real pain .the best thing for you to do is go into a broker or insurance company and ask them out straight if they will insure a VW Beetle or any other car that interests you and see what they say you may get lucky .
